When navigating from a cluster to All clusters, the Console* CustomResources that display are from the cluster navigated from.

For example, if a spoke cluster has a ConsoleLink that appears in the help menu, this ConsoleLink will also appear in the help menu of All clusters. It does not appear in the help menu of other clusters. 

Another example, when a spoke cluster is updating, a global notifcation appears at the top of the console. If you change the cluster selector to "All clusters", this global notification persists.

The main issue here is that the All clusters view is routing into ACM perspective. Displaying a ConsoleNotificationConsoleLink,... which is targeted for a specific cluster might be misleading in a ACM perspective.

We will need UX input on this one and reconsider the cluster-dropdown usability.
