Console frontend needs to behave in the OLM screens based on the fact, if the actual cluster has copying of CSVs enabled or disabled. For that frontend will read the window.SERVER_FLAGS.copiedCSVsDisabled variable, which is now contains a map of clusters and their copiedCSVsDisabled OLM configuration.

In case of non ACM setup only a single entry will be present in the map with the "local-cluster" as the key.

In case of a ACM setup, multiple entries will be part of the map, where "local-cluster" will be the key for the hub cluster. All other entries should be for managed clusters.
