Purpose of this story is to create a advanced Dynamic Plugin for the VerticalPodAutoscaler resource which would demonstrate a real usage of the the Dynamic Plugin feature.

The work will require a co-op with the Node Team, who is the owner of the VPA resource. Plugin would be delivered through their operator.

AC:

• extend the Workloads Nav section, by adding VPA after HPA 
• add list view
  • Create action
  • Each VPA entry will have following actions in its kebab menu:
    • Edit label
    • Edit annotation
    • Edit VPA
    • Delete VPA
• add extensive Details page (UX input)
• create form (TBD)
• plugin will de install via VPA operator

Questions:

• Where will the plugin's code live? standalone repo or VPA operator repo? When part of the VPA their CI could be used for building and pushing the plugin's image
