This is specifically for API report comparison of .d.ts files. We already generate SDK API docs with an in-house script in OCP console. We can use this tool to generate release reports including which PRs/commits are part of the SDK release.

The API extractor was added to the Core SDK by https://github.com/openshift/dynamic-plugin-sdk/pull/184 (Jira: https://issues.redhat.com/browse/RHCLOUD-23014)

• Console has a new dependency on @microsoft/api-extractor
• New script added to generate a release report for the SDK (since last release)
• Location identified for release report to be published (may just be slack channel, or perhaps npm registry)
