Webpack changes needed to fix svg image content for dark theme

As a developer, I want to be able to use <svg tags directly in the console code rather than using <img tags. This will enable the team to deliver dark theme / light theme svg's. There is a poc to do this here:

Acceptance criteria:

1. Update the webpack settings as suggested in the poc seed project so that <svg tags can be used in the react code base.
2. Using existing images, verify that the SVG tag works.
