Create & publish npm package for hosting common components/utilities

We need to create & publish npm package similar to console-shared.

The package will be a place to implement common components/utilities which do not need to be included in dynamic plugins API.

The common package will not be overridden during runtime. Dynamic plugins can depend on various versions based on their specific needs.
