Investigate multicluster console authentication and authorization strategies that get us away from using MangedClusterAction, ManagedClusterView, or WorkManifest APIs in the console operator. Ideally, the console operator would not be responsible for configuring multicluster auth and we would be able to use the same user token across the fleet.
