As a user, I would like to be able to restrict by IP access to the console routes in the openshift-console project using the ip whitelist annotation.

This currently does not appear possible as any update to add the required annotation is reverted by the console-operator.

AC: Extend the console-operator config API so user can set the IP whitelist on both `console` and `downloads` route. Once the IP whitelist is set console-operator will re-create the route for which the IP whitelist was added. This will involve change:

• openshift/api to update the console-operator config api
• openshift/console-operato
• add unit-test and e2e-test
