Story: As operator authors I want a prominent display of a "Report a bug" button in the detail view of my operator so that I provide an easy path for users to report issues t o me.

Background: While we have support for arbitrary links in operator metadata, bug and issue reporting guidance is of special important to drive user satisfaction as explained in RFE-1785.

A simplistic implementation could be to denote special meaning to an entry in the spec.links list in the CSV of an operator. The console could extract an entry from that list that has a reserved name, e.g. "Report a bug" and display this prominently in the UI with a button instead of a link visualization. Such a link would then be filtered from the regular link list. See screenshot.
