Currently, there is a limitation for installing an operator in all-namespaces mode from UI. Basically, a user can use only `openshift-operators` namespace for installation, or the suggested namespace, if provided in csv:

However, in some cases, an operator needs to be installed in a different namespace, and currently, it is not possible to do from UI. 

As a user, I want to have more flexibility and have a full list of namespaces available in the dropdown for operator installation (similar to what is already available for the single/specific namespace mode). Desired UX:
