We'd like to create a simple Operator to use in our e2e tests so it is totally under our control and we can update/change when needed.

Acceptance Criteria

• Operator should be published to a separate Git repo
• Operator should be published to quay under a Red Hat organization rather than a personal quay account
• Operator must support single-namespace and global installation modes
• Console OLM tests should be updated to create a custom catalog source that adds our operator
• The operator supports enough functionality to avoid removing any existing tests (operand CRDs, etc)
