Expose OCP and ACM consoles under a single URL

This is a follow-on to CONSOLE-2747. We need to expose both console through a single URL when ACM is installed and requires collaboration with the ACM team.

Ideally the console URL does not change after installing ACM, and the shared Ingress uses the console public hostname. All custom route settings for console should be honored. We will need to work with the ACM team to understand if there are any technical hurdles to this.

Open Questions:

Do we need to add a context root the console to avoid conflicts with ACM paths? Does this mean we need a redirect from old URLs?
