Add basic HPA form to the HPA list page (create/edit)

 Background
This story is adds the HPA form to the HPA list page. Currently, users can only create an HPA with a form from the workloads page.

This story will add the basic HPA create/edit form without being able to change the workload requests and limits (lift as much of the form from what exists today). There is a follow on story to be able to edit the workload requests and limits as well as an additional story to add custom metrics.

Breakdown of HPA UX Enhancements

• Add HPA "Create" form to the HPA list page:
  • This workflow requires users to select the resource the HPA will manage.
    • Add a dropdown to the top of the create and edit form so that users can select the resource for the HPA to manage. The project selector should drive the values surfaced in the dropdown.
    • Add a popover to describe the resource dropdown behavior.
  • Under the utilization fields, make sure it is clear that the percent is of the workload and not the limit.
• Add HPA "Edit" form to the HPA list page
  • The form would be the same as above but renamed to edit.
• Fix the spacing/alignment issues that exist in the form today
