If a user installs RHCL operator without cert-manager operator, RHCL (Kuadrant) does NOT detect this, it shows error in the operator pod log but there is no message shown to the user, e.g. via Kuadrant CR.

For example for Kueue, which also needs cert-manager, Kueue operator detects it on Kueue CR and reports the status. (enclosed in the yaml attachment)

Would it be possible to surface this check in Kuadrant CR? We could then surface it in OpenShift AI further to the user.
