EPIC Goal / WHAT

As a user of RHCL I want to be able to create, view and manage my API's via a single UI location in the openshift console (Dev portal). I also want to be able to request api keys on API's i have a need for and also approve requests on the API's i own. I want the ability to

WHY

RHCL openshift users do not have the ability to CRUD their APIs without leaving their openshift environment to use Red Hat Developer Hub.

HOW

Add the API management functionality that the RHCL RHDH already gives users to the RHCL console plugin. Use the existing developer portal controller as the backend functionality

Acceptance criteria:

• Completion of designs (Will link when ready for review
• E2E testing
