As an API Owner, I need an improved API Product management experience, so that I can easily create, view, and manage my API products with clear visual feedback and streamlined workflows.

Acceptance Criteria

• Empty state dialogs displayed when no API products exist
• Loading state shown during data fetching
• API product list view with clear status indicators
• Improved create API product form (register existing API, associate httproute/planpolicy)
• API product details page with publish/unpublish actions
• UI matches Figma designs (V1.3.1)

• As an API Owner, I want to create an API product by registering an existing API and associating route/policy before publishing
• As an API Owner, I want to view all my API products in one place
• As an API Owner, I want to view API product details to review, publish, or unpublish
