As a platform engineer, I want to be able to define a set of credentials for my primary installation(s) of RHCL to use in order to discover delegated records for this primary to reconcile and publish to a configured provider.

What

Provide tooling for a platform engineer to be able to generate a secret that contains a kubeconfig that will then be used by the DNS operator to discover records on secondary clusters that have been marked as delegated meaning they are expected to be picked up and reconciled by a primary. Add functionality to DNS operator that will use these credentials to set up a watch on the secondary clusters delegated DNSRecords and reconcile them into the needed state for them to then be published to the configured DNS provider
