Azure does not support OCP 4.16 and 4.17 yet, latest available version is 4.15. RHCL v1.0 has only be released for OCP 4.16 and 4.17. Thus the RHCL operator is not available in ARO's Operator Hub.

We can either start supporting 4.15 (this would require adding 4.15 to errata) or wait for ARO to support 4.16+ versions of OCP.

For now we can drop ARO support in RHCL v1.0 and update the docs accordingly.
