rpm-ostree, as of v2024.3, supports RPMs that install files to /opt and /usr/local. Since we don't use the unified compose process of rpm-ostree but instead prepare the tree ourselves, we need to replicate how this is set up in our ostree.preptree stage by symlinking opt -> usr/lib/opt. Other changes will also likely be needed.
