Goal:

Implement blueprints in the cloudapi to assist dropping the weldr api. Once the cloudapi supports everything the weldr api does, composer-cli can target the cloudapi.

Acceptance Criteria:

• Cloudapi has necessary blueprints endpoint
• In the endpoint documentation it states that this intended for the on-prem use case
