Background : 

RHC package has been included in the minimal (@core) for some time now  [1]

Recently, It has come to our notice that the package rhc is however not in the qcow image for RHEL9 ( all RHEL 9s). However, the same is available in the RHEL 8 images. Sharing the link to 8.9 compose for reference [2]

Actual results: 

• RHC package is not available in qcow image by default in RHEL 9

Expected results 

• RHC package should be installed by default as it part of the minimal ( @core) group
