As part of connecting with polarion results and decommision of openstack instances.

We had to create new dowstream scheduler for tests. It is already working and similar to upstream.

Inside polarion there were used many testcases some of them were failing. It was PoC

Now we have to qualify upstream tests for downstream.

• create shceduler and schedule batches of tests for RHEL9 and RHEL10
• Inspect root causes and find the biggest working subset. 
• If necessary send PRs to upstream to improve tests to be compatible with dowsntream.
