The recent changes in kdump in Fedora/RHEL now require 2G of RAM for kdump to work, see this jira issue.
Supporting this requires us to change run-tests to make the test cost one higher. This requires changing run-tests, either adding a new explicit decorator or inspecting the tests provision object and if memory_mb > 2048 increase it.
When this is done, drop the naughties and re-test on for example Fedora-42
