When we have multiple dependabot PR's which update node_modules landing one makes the other ones conflict and require node_modules to be rebuild. This is a manual job and takes ~ 1 hour per week depending on the amount of PR's.

The manual workflow now is:

• merge PR
• go to a different dependabot PR
• set `no-test` and comment `@dependabot recreate`
• when re-created set the `dependabot` label and remove the no-test label
