      RHEL 10 removed tracer (see https://issues.redhat.com/browse/RHELBLD-15667), as dnf needs-restarting replaces it. This is also available in Fedora and RHEL 9.

      There are a few gaps, see the linked "depends on" dnf bugs. The lack of machine-readable output is bearable, our integration tests can make sure that parsing the text works. But I consider https://issues.redhat.com/browse/RHEL-56137 a pretty hard blocker.

      The corresponding dnf5 change is tracked in https://github.com/rpm-software-management/dnf5/issues/1730 .
