Introduce a new mechanism to update and rebase RHEL for Edge or Device Edge images without remote ostrees, by allowing non-IT users to use cockpit to upload an ostree commit that will later be configured by cockpit as a local ostree repo and used to update or upgrade (rebase) the RHEL4edge instance.

Technical enablement : 

• Enable Cockpit to receive ostree commits through HTTP post or "upload file" action. 
• Enable Cockpit to parse the file, validate and mount a new and temporary ostree repository in a dedicated and local storage device mount into the Device Edge instance. 
• Enable Cockpit to update or upgrade (rebase) live systems using ostree repo mounted in the previous step.
