Update all Dockerfile base images to rhel9.8 in the konflux-builds v4-22 repositories listed below.

This is required for the v4.22 release.

Repositories

• cnv-must-gather
• hco-bundle-registry
• hyperconverged-cluster-operator
• ocp-virt-validation-checkup
• openshift-virtualization-tests

Acceptance Criteria

• All Dockerfiles in the listed repos use rhel9.8 base images
• Builds pass in Konflux after the change
