Velero pre/post hook annotations cause backup failures

      Description of problem:

      Currently, virt-launcher pods include Velero pre- and post-backup hook annotations by default. These annotations trigger virt-freezer commands via the guest agent during Velero backup operations.
      
      In multiple scenarios, these default annotations cause Velero backups to fail.

      Steps to Reproduce:

      1. Create VM
      2. virt-launcher is created with velero hook annotations
      3. Attempt to perform backup in cases like the ones described in https://issues.redhat.com/browse/CNV-75370 

      Actual results:

      virt-launcher is created with velero hooks and backup fails

      Expected results:

      Annotations should be optional or kubevirt should provide a way to avoid injecting the annotations
