Since we want to leverage the capacity of the prow-workloads cluster for e2e jobs, let's investigate what the possibilities for moving some of the jobs towards GitHub actions are.

• credentials
• cross cluster coordination of jobs (i.e. s390x job waiting for completion of another one)
