      Add an alerts management layer.

      Provide a user interface and backend mechanism that allows cluster administrators to:

      1. Disable existing alerts across any component/operator(Except a specific set of “baseAlerts”).
      2. Edit alert definitions, 
      3. Reset to default if it was updated.
      4. Copy alert and customize it
      5. Add new custom alerts easily, stored in a separate custom PrometheusRule object.
      6. Ensure that we do not require changes in the existing operators’ code or their CRDs.
      7. Silence alert- Already possible today through the UI 
      8. Multi-Cluster: This epic focuses on a single cluster, but should support Multi-cluster use cases.
