[4.21] "lowVirtControllersCount" and "lowVirtAPICount" alerts firing on Two Node +Arbiter cluster

      Description of problem:

      On a healthy Two Node +Arbiter cluster with CNV installed, there are two alerts that are firing "lowVirtControllersCount" and "lowVirtAPICount". These two alerts are inaccurate/misleading causing the end user to think there is an issue with the cluster. 
      This bug is related to CNV-79408 and CNV-79412. I believe all three bugs will need to be addressed together in order to fully solve this bug.

      How reproducible:

      every time

      Steps to Reproduce:

      1. Build a Two Node+Arbiter cluster
      2. Install CNV, using all defaults
      3. Wait 10 minutes for the alerts to fire, and the Cluster Operator to show "Warning"
      

      Actual results:

      Cluster shows as degraded in the OpenShift UI console due to multiple CNV related alerts firing. 

      Expected results:

      There should be no errors in the console, and no alerts should be firing for LowVirtAPI and LowVirtControllers. The "OpenShift Virtualization" status should also show green
