Description of problem:
The default NetworkPolicies applied to the openshift-virtualization-os-images namespace prevent customers from uploading any images (ISO, raw disk images, QCOW2) into the shared / cluster-wide location.

How reproducible:
Reproducible via Web Console & CLI. Using the Web Console, click on Add Volume, then choose to place the ISO or disk image in the openshift-virtualization-os-images Namespace. If using the CLI, this virtctl command will timeout and fail because of the other/default NetworkPolicies. virtctl image-upload -n openshift-virtualization-os-images \ pvc rubbish-test --size=6014152704 \ --storage-class ocs-storagecluster-ceph-rbd \ --datasource --default-preference windows.2k25.virtio \ --default-instancetype u1.medium --image-path "Windows 2025 Server EVAL.iso"
Actual results:
Web console will not show any progress and eventually timeout and fail. CLI may show a few bytes transferred before it stalls, times out, and fails.
Expected results:
My customers and I believe that it should be allowed to upload into the shared openshift-virtualization-os-images namespace, or document that this is not supported.
