It is required that the test lanes using the latest k8s provider from kubevirtci (in the current case 1.35) are non-optional in order to guard against faulty pull requests.

• update kubevirtci bump for k/kubevirt
• stabilize lanes
• make 1.35 lanes voting
  • remove optional: true (https://github.com/kubevirt/project-infra/pull/4662)
  • delete 1.34 sig-compute-serial
  • bump sig-compute-migrations lane to 1.35
