As a Virtualization Admin, I want a contextual summary and a dedicated statistics tab for VMs, So that I can monitor relevant data at my current hierarchy level and quickly drill down into specific resources.

The objective is to provide a dynamic, hierarchical view of VM data that adapts to the user's navigation path and improves resource discoverability.

Functional Requirements

Adaptive Summary Data: The "Summary" tab must filter and present VM data based on the selected hierarchy level (e.g., Project, Cluster, or Multi-cluster).

Resource Drill-down: Users must be able to identify specific resources within the summary and navigate directly to their detailed views.

Dedicated Statistics Tab: Introduce a new tab (working title: Statistics) to house comprehensive VM metrics.

Tabbed Navigation: Ensure the VMs list and Statistics are presented as sibling tabs at the same hierarchical level for easy toggling.

Acceptance Criteria
Contextual Logic: Verify that selecting a "Project" shows only VMs within that project; selecting a "Cluster" updates the view to reflect only that cluster's data.

Navigation: Confirm that clicking a resource in the summary redirects the user to the correct detailed resource page.

UI Consistency: The new "Statistics" tab must be visible and accessible across all supported hierarchy levels.

Persistence: Switching between the VMs list tab and the Statistics tab should maintain the user's current hierarchy context.

Additional Info
Naming: The "Statistics" tab name is TBD and may be updated following a UX review.

Design: Ensure the layout aligns with existing multi-cluster dashboard patterns.
