QE Automation fix/missing: Non privileged user cannot edit cloud-init when "Hide guest credentials" is enabled

      Description of problem:

      Non privileged user cannot edit cloud-init when "Hide guest credentials" is enabled, the edit button does not appear
      It only happens while creating VM with instanceType, not happen while creating VM with template, but it happens for both when the VM is created.

      v4.21

      How reproducible:

      100%

      Steps to Reproduce:

      1.Enable "Hide guest credentials for non-privileged users" in setting
      2.Create a VM from instanceType and customize
      3.Goto "Initial run"

      Actual results:

      No edit button appear for cloud-init

      Expected results:

      Edit button available
