Create a report that serves as evidence for the task to make the check-tests-for-flakes required.

This report will look at all check-tests-for-flake-lanes runs and filter out the failed ones, from there compile a list of flaky tests.
The outcome should be a set of buttons on ci-health that links the PRs with failures together, probably grouped by SIG authors.

ideas:
