TLDR: Stage RPAs will be disabled to allow UMB to recover.

The original issue has been resolved, and the signing server is now operational. However, the volume of pipelines that need signing has brought down UMB and the situation will not improve, unless the number of pipelines waiting for signing will decrease. In order to allow UMB to recover, stage RPAs will be temporarily disabled to reduce the load and prioritize critical production releases. They will be enabled again once the situation improves.
