We want to extend to the alerting API the option to manage hub alert rules - Create, update, delete, disable and enable.
There are alert rules that are delivered by default with the MCOA and alerts that the Admins create and maintain.

By default the impact group(cluster/namespace/compute) would be cluster by default
Component would be hub by default, but we should allow users to update them, like its possible in the single cluster.

The API should add the same information as the single cluster API returns for the alert rules and alerts.
