Description of problem:
Filter VMs by operating system results in "No VirtualMachines found" though the VMs with the selected OS exist. The issue occurs only in ACM page (Fleet virtualization) and when "All clusters" is selected in the tree view. The other scenarios are already fixed in 4.21

Steps to Reproduce:
1. Create a fedora VM from InstanceType 2. Go to Fleet Virtualization 3. Go to VirtualMachines 4. Select "All clusters" in the tree view 5. filter by Operating System "fedora"
Actual results:
No VirtualMachines found
Expected results:
all fedora VMs should be listed
