Description of problem:
GCP does not support pvc resize while its attached to running vm for RWX
if we try to do that from cli
we will encounter following msg
resize volume "pvc-96ac14d9-d090-4565-963b-2bddae53fb33" by resizer "pd.csi.storage.gke.io" failed: rpc error: code = InvalidArgument desc = ControllerExpandVolume failed to resize disk: failed to resize zonal volume Key{"pvc-96ac14d9-d090-4565-963b-2bddae53fb33", zone: "us-central1-c"}: googleapi: Error 400: Size of disks of type hyperdisk-balanced in READ_WRITE_MANY mode cannot be updated when they are attached., badRequest
the problem is the UI dosent diplay such error msg

Steps to Reproduce:
1.craete a vm from pvc/ui template (make sure pvc is bound and vm run) >> 2.resize the pvc from UI > vm > configuration > storgae > edit (see attached image) capacity: storage: xyGi resize it to bigger size capacity: storage: xyGi 3. click save (see attached image)
Actual results:
no alert / error msg in UI that says Size of disks of type hyperdisk-balanced in READ_WRITE_MANY mode cannot be updated when they are attached., badRequest
Expected results:
expected to have error msg that says Size of disks of type hyperdisk-balanced in READ_WRITE_MANY mode cannot be updated when they are attached., badRequest

need gcp cluster with sc: sp-balanced-storage
