[CNV 4.20.1] Live migration to a specific node does not move VM to desired node

      Description of problem:

      When using the web console to select a specific node for VM live migration, the VM generally does not end up on the desired node.

      Version-Release number of selected component (if applicable):

      CNV 4.20.1

      How reproducible:

      3/12 times the VM moved to the selected node

      Steps to Reproduce:

      1. Create a VM
2. Select a specific node to migrate the VM to (via the web console)
3. Migrate the VM

      Actual results:

      The VM does live migrate but it does not always migrate to the selected node.

      Expected results:

      The VM will migrate to the selected node.
