Update docs to use NVIDIA GPU Operator only to configure mediated devices

      From CNV4.21 onwards we would only suggest using the Nvidia GPU Operator approach to configure mediated devices on a cluster.

      As a result Using OpenShift Virtualization to configure mediated devices  should be removed and "Using the NVIDIA GPU Operator to configure mediated devices" should be the only configuration option.
