Goal

Separate Kubevirt observability out of the kubevirt/kubevirt repository, to enable backporting of new alerts and metrics when needed.

KubeVirt treat the observability metrics and alert as features and do not allow backports for older versions.
By separating out the observability we would be able to have a more flexible backport policy.
