VNC console opened in new tab experience extreme connection delay on Chromium based web browsers

      Description of problem:

      When attempting to open a virtual machine VNC console in a new browser tab (Open web console), the VNC console will not connect for 2+ minutes. The virtual machine VNC console preview opens instantly when loading the Virtual Machine detail page and the VNC console also loads instantly when opening the Console tab from the Virtual Machine details page. The issue is only seen when trying to access the VNC console from a new tab. The issue is also only seen on Chromium based web browsers (Google Chrome, MS Edge). The issue is not see on Firefox.

      OCP: 4.19.16
CNV: 4.19.12
Google Chrome: 143.0.7499.41

      How reproducible:

      100% for the customer on OCP 4.19.
Unable to reproduce the issue internally (OCP 4.18 and OCP 4.20).

      Steps to Reproduce:

      1. From Google Chrome or Microsoft Edge, while on a Virtual Machine details page, click "Open web console".

      Actual results:

      The virtual machine VNC console takes 2+ minutes to connect from a new console.

      Expected results:

      The virtual machine VNC console takes a couple of seconds to connect from a new console.
