Currently, using `ActionDropdown` in case an item in the dropdown is disabled, its description is disabled as well, so in case there is a link in the description - it will be un-clickable. 

For the self validation feature there is a requirement to have this type of description, hence we need to add this option to `ActionDropdown`.
