Due to migrations bug thousands of virt-launcher pods remain in error state

      Description of problem:

      Due to a migrations bugs thousands of virt-launcher pods remain in error state.

We need to create an alert in case we see a sudden increase of virt-launcher or virt operators pods in error state.

This overloads etcd and can cause the cluster to crash.
