Description of problem:

CCLM option is disabled under Actions button (on the VM list page) for a valid VM. Trying to select CCLM by clicking on three-dot button on the list, going to VM details page and clicking Actions button works as expected.

Blocks bulk VM CCLM. Individual VM migration works.
