Goal

To address VMState storage scalability, build on the R&D from CNV-59488 and provide an overlay driver that can provision a backing PVC into smaller PVCs for VMState storage.

User Stories

• As a cluster owner I want to address storage scalability issues caused by VMState PVCs by provisioning an overlay CSI driver on RWX/Filesystem storage to reduce the overhead on the cluster default storage.
• [Stretch] I want to provision the overlay storage class using RWO/Filesystem storage.

Non-Requirements

• This will not replace the current / default VMState mechanism and is entirely an optional setup
