Some of the gating tests use external image repositories in the test pods.

for example some pull images from the registry.redhat.io. In case those

external repository downgraded or having outage during testing, it will

cause the test failed on timeout.

We should set up and utilities to avoid those time outs, for example using some

local image registry cache.
