[4.21] Allow export from PVC mounted to a pod in Completed state

      Description of problem:

      VMExport API doesn't allow to export from a PVC which mounted to a pod that is on Completed state.

      N/A

      How reproducible:

      Always.

      Steps to Reproduce:

      1. Deploy DataVolume that will create PVC.
2. Deploy pod mounted to PVC and wait until the pod is on Completed state.
3. Deploy VMExport object that will stuck on "Pending" state.

      Actual results:

      VMExport object is always stuck on "Pending" state and will never reach to "Ready" state.

      Expected results:

      VMExport object is expected to allow exporting from PVC that is mounted to pod on Completed state.
